PT PLN (Persero), Indonesia's state electricity utility, is cutting connection fees in half for customers who want to upgrade their power capacity, under a two-week promotion called "Semangat Baru Makin Berdaya" running from July 14 to July 27, 2026.

The discount applies across all tariff classes for low-voltage single-phase customers with connections between 450 VA and 5,500 VA who want to upgrade to a maximum of 7,700 VA, and it can only be claimed through the PLN Mobile app.

To qualify, customers must have been registered before July 1, 2026, and have no outstanding bills or other obligations to PLN. The discount e-voucher is issued automatically after a customer makes at least one transaction through PLN Mobile during the promotion, whether buying an electricity token or paying a monthly bill. One account can collect up to four e-vouchers, but each voucher can only be used once per customer ID.

Roberth Rumsaur, general manager of PLN's Papua and West Papua regional unit, said the claim requirements were kept deliberately simple. "The requirements to claim this promotion are very simple. Customers just need to make at least one transaction, whether buying an electricity token or paying a monthly electricity bill, through the PLN Mobile app. Once the transaction goes through, customers immediately receive the capacity upgrade discount e-voucher," he said, as quoted by RRI Jayapura.

50 percent off, but the upfront cost is still real

The connection fee, known as Biaya Penyambungan (BP), is the main cost of a capacity upgrade. It is calculated by multiplying the VA difference by the rate for each tariff class, and the 50 percent discount only cuts this component.

Even with the cut, customers must still pay the BP in cash upfront. It cannot be paid in installments. A customer upgrading from 1,300 VA to 7,700 VA, for example, still has to pay Rp3,100,800 in one go, down from the normal price of Rp6,201,600. For a smaller upgrade, from 450 VA to 900 VA, the cost is Rp210,825, down from the normal Rp421,650.

Only the subscription deposit, known as Uang Jaminan Langganan (UJL), for new postpaid customers can be paid in installments, up to 12 payments. A big capacity jump, from 450 VA to 7,700 VA for instance, normally costs Rp7,025,250 and drops to Rp3,512,625 with the discount. That is still a significant amount of cash needed upfront, even at half price.

Why does PLN run so many similar promotions?

Semangat Baru Makin Berdaya is not the first promotion of its kind. PLN has run at least nine editions of the 50 percent capacity upgrade discount since May 2025, each under a different campaign name tied to a different occasion. The pattern is consistent: half off the connection fee, claims through PLN Mobile, and a roughly two-week window that pushes customers toward regular transactions on the app.

In order: "Bangkit Lebih Terang" ran May 10-23, 2025, marking National Awakening Day; "Kalcer Kado Listrik Ceria" ran September 4-17, 2025; "Oktober Optimal Tambah Daya" ran October 17-30, 2025, coinciding with the 80th National Electricity Day; "Power Hero" ran through November 23, 2025, ahead of Heroes' Day; "Gebyar Awal Tahun," also called "Tahun Baru Energi Baru," ran January 7-20, 2026; "Ramadan Terang, Lebaran Tenang" ran February 25 to March 10, 2026; a capacity upgrade promotion ran through April 28, 2026; "MeiLAJU Lebih Terang" ran May 20 to June 2, 2026; and now Semangat Baru Makin Berdaya runs in July 2026, timed to the new school year.

The scale is national. PLN's Lampung regional unit alone said the promotion targets more than 2.8 million customers in that province.

Officially, each edition is framed around a different goal. Ririn Rachmawardini, general manager of PLN's West Sumatra regional unit, said, "The new school year is the right moment for people to prepare their electricity needs more optimally. PLN is offering this capacity upgrade promotion as a form of appreciation to customers, while making it easier for people to enjoy more reliable electricity to support studying, working, and growing family businesses." Moch. Andy Adchaminoerdin, general manager of PLN's Jakarta Raya regional unit, added that adequate capacity lets "children's schoolwork, working from home, and the use of various electronic devices run more comfortably and smoothly."

The discount comes as power supply reliability draws scrutiny

The discount arrives as the reliability of PLN's own power supply remains under scrutiny. Rolling blackouts hit several cities across three Java provinces in June 2026 after two major power plants went down, and a dispute over blackout compensation between PLN and the Ministry of Energy and Mineral Resources is still unresolved.

PLN and the ministry have not explicitly linked the two issues, but the capacity upgrade promotions now running almost every month are pushing more customers to raise their installed capacity, right as several parties are questioning the reserve margin of Java's power grid.
