Thousands of spectators lined the two-kilometer route from Taman Blambangan to Jalan Ahmad Yani in Banyuwangi on Saturday, July 18, 2026, as hundreds of performers in modern ethnic costumes reenacted the Bayu War, the local Blambangan population's 18th century resistance against the Dutch East India Company (VOC). East Java Governor Khofifah Indar Parawansa called the 14th edition of the Banyuwangi Ethno Carnival (BEC) proof of a "from local to global" spirit, the reach of local culture onto a world stage.

The claim has some backing on paper. Organizers invited delegations from ASEAN, the East Asia Summit, and the Pacific Islands Forum to watch the parade. But on the same day, the most measurable sign of anything "global" showed up at the food carts lining the route, where daily earnings jumped as the costumed procession passed by.

What is this year's Banyuwangi Ethno Carnival theme?

BEC 2026 carries the theme "Perang Bayu: The Great War of Blambangan," depicting the Blambangan people's resistance against the VOC in 1771 to 1772. The Bayu War is recorded as one of the longest and bloodiest uprisings against the VOC in East Java, and it also marks the founding of Banyuwangi.

The theme splits into five costume sub-themes: Blambangan Fighters, featuring the historical figures Rempeg Jogopati and Sayu Wiwit; War Drums, showing keris daggers, spears, and jemparing bows; VOC and Allies, depicting VOC soldiers alongside tribute goods; War Sites, covering Rowo Bayu, Pang-pang Bay, and Grajagan Port; and Harvests, representing the spices and plantation goods the colonizers once sought.

"BEC isn't just an ordinary costume carnival, it's a masterwork of art rooted in local wisdom," said Banyuwangi Regent Ipuk Fiestiandani.

Where are BEC's real gains actually going?

The most concrete benefit of BEC 2026 has landed with street vendors along the carnival route, not in tourist or delegate numbers, which can only be tallied once the event series wraps up. Several vendors reported their daily earnings doubling once BEC got underway.

Iwan, who sells egg rolls on Jalan Letjen Sutoyo, said his stall pulls in Rp600,000 to Rp700,000 during BEC. "Whenever there's a BEC event it's packed, and our earnings double too," he said. Tia, an iced drinks vendor whose daily turnover normally runs around Rp1 million, opens two stalls each time the carnival is held. "Every BEC we open two spots, selling from morning to night, it can be even more than that," she said.

Their accounts point to a direction, but not yet to how deep the impact spreads. Official figures on visitor numbers, hotel occupancy, and estimated spending during BEC Week are usually released by the Banyuwangi government only after the event series ends.

Why is BEC called a national tourism event?

BEC has been part of the Tourism Ministry's Kharisma Event Nusantara (KEN) calendar consistently since 2022, a status that determines the level of promotional support and funding it gets from the central government. The carnival began in 2011 as Banyuwangi's effort to turn local cultural identity into a tourism product, and over more than a decade it has grown from a regional carnival into a festival-tourism model that many other regions have since copied.

"We can see a shared spirit of 'from local to global.' It shows through the strength of culture, innovation, and creativity among the people of Banyuwangi through BEC," Khofifah said, adding that BEC inspires cultural progress for Banyuwangi, East Java, Indonesia, and the world.

Saturday's main parade was the peak of a three-day BEC Week, running July 17 to 19, 2026: an MSME exhibition on July 17, the BEC Grand Carnival on July 18, and a BEC Music Concert closing things out on July 19.

What's still unanswered about BEC 2026?

Real figures on visitor numbers and spending during BEC Week haven't been released yet, and that data will be the real test of how deep the "global" claim actually reaches into the local economy beyond vendor accounts like Iwan's and Tia's. A full evaluation of BEC Week 2026 can only happen once the Music Concert closes out the series on July 19.

Two other things are worth watching afterward: whether BEC 2026 is again rated among the Tourism Ministry's top KEN events, which will shape how much national support it gets in 2027, and whether the presence of ASEAN, East Asia Summit, and Pacific Islands Forum delegations leads to concrete cultural or tourism cooperation, or simply ends as a ceremonial audience for the parade.
